Basescu – Panaceu Universal pentru problemele Romaniei.


Pentru ca tot am auzit vorbindu-se de „Sfantul” pact fiscal pe care Basescu il sutine cu toata ardoarea politica posibila, de zici ca toata UE asteapa veridictul lui, sa ma uit mai adanc si sa vad cu ce se mananca mancarea asta care a provocat dependenta papilelor gustative basciene.

Si deci a plecat aseara la Bruxelles Basescu – si just! ce rost ar fi avut sa se traga Ponta cu el de bracinari, ca sa plece el. A plecat Basescu la reuniunea informala a UE. Bun!

Din toata discutia asta punctul nevralgic si nodul gordian il reprezinta Pactul Fiscal. Asa cum am spus Basescu este pentru. Dar eu nu cred ca stie pentru ce!! Pe noi ca stat periferic european pactul nu ne avantajeaza – ba chiar ar trebui sa ne lase rece din doua motive (evidentiate mai jos):

In this sense the fiscal treaty is designed as an insurance policy for ‘core’ euro area states (Germany in particular) on the loans provided to the ‘periphery’ states, in the sense that the treaty seeks to enforce prudent management of public finances to guarantee repayment of the loans. If the fiscal treaty is adopted and ratified by at least all euro area states, there is a chance that it
may provide Germany with the political capital needed to consider crisis resolution measures that have thus far been taboo in Berlin, such as increasing the lending capacity of the European monetary fund as suggested by the Italian Prime Minister Mario Monti, or issuing collectively
guaranteed euro area bonds as proposed by International Monetary Fund’s Managing Director
Christine Lagarde. A failure to ratify the treaty, however, would certainly limit Germany’s willingness
to increase its exposure to the euro area’s periphery. At the same time, the fiscal treaty requires
sombre consideration by euro area states, as ratification entails the ‘europeanization’ of sensitive
aspects of national economic sovereignty.

  1.  Pentru ca se adreseaza statelor „core” ale UE;
  2.  Functioneaza ca o garantie ca statele periferice ale ZONEI EURO (Grecia, Portugalia, Spania,   Italia)  isi vor putea platii datoriile catre „core states” ale UE.

Pentru restul statelor el este complementar si ele participa la negocieri. De ce se basica Basescu cu acest tratat, care prin semnarea lui ne va impune un nivel al deficitului bugetar? Cand el vrea sa mentina deficitul monetar agreat cu FMI in cadrul EU?!!! Fondul Monetar International este diferit de Fondul Monetar European. Deci daca agreem un alt nivel al deficitului bugetar avem de manie incolo doua nivele: unul stabilit cu FMI si unul cu UE. Si-l alegem ala care pare mai convenabil sau cum?? Omul asta este varza. Numai spun in calitate de ce stabileste el deficite bugetare???!!!! Am uitat panaceu universal.

Ca sa ma explic in ceea ce priveste Pactul Fiscal si realitatea lui am luat un document al UE publicat de IIEA:  

It is important when assessing the effect of the fiscal treaty to bear in mind that no individual measure is a panacea for the crisis.

The content of the fiscal treaty is being negotiated by an ad hoc expanded version of the Euro Group Working Group of the Council of Ministers, which is chaired by Thomas Weiser, head of the Austrian Finance Ministry’s economic policy and financial markets department. The United Kingdom participates as an observer, while all other Member States send negotiating teams,
including legal counsel and representatives of national treasuries and central banks. The European Parliament is also involved in the process, having appointed three of its members: Elmar Brok (EPP,
Germany), Roberto Gualtieri (S&D, Italy) and former Belgian prime minister Guy Verhofstadt(ALDE, Belgium). Daniel Cohn-Bendit (G-EFA, France) is a substitute member.

Elementele esentiale ale Pactului Fiscal le gasiti mai jos, dar ca toate acesta sa fie valabile si pentru Romania, „panaceul univesal de extractie joasa” ar fi trebuit sa se imprumute de la institutiile bancare ale UE. Dar cum a fost inteligent el s-a dus la FMI.

There are essentially four key elements of note in the fiscal treaty:
• The establishment of a ‘Golden Rule’ to ensure budgetary discipline
• The policing of the Golden Rule at national level through so-called ‘debt brakes’
• The policing of national budgetary control at supranational level through a stricter excessive deficit procedure, including legal penalties and control by the European Court of Justice
• New institutional architecture for euro area governance
The debt brake is the only real innovation in the fiscal treaty, as it is the only provision that will lack an enforcement mechanism if the treaty is not ratified. The golden rule, reinforced stability and growth pact and stricter excessive deficit rules are already in place, albeit in secondary legislation.
Even the institutional reform of euro area governance would be unproblematic to implement without treaty change: the European Council itself existed as an informal EU institution between 1975 and 2009 without a legal basis in the EU Treaties.

Pana la urma Besescu se duce sa sustina ceva ce nu trebuie neaparat susutinut, care nu ne afecteaza si despre care nu are nici o stiinta necum putere. Germania a vrut sa se asigure ca is va primi inapoi banii imprumutati si ca va obliga astfel toate statele membre ale zonei Euro la masuri drastice de austeritate, incercand astfel sa evite colapsul. Doar ca in Franta au venit socialistii la guvernare, ceea ce face ca semnarea Tratatului Fiscal sa se amane, renegocieze si abia apoi sa se semneze. Numai sa nu moara ca si constitutia europeana. Jocul insa nu-l va face Basescu, jocul il va face Franta si Marea Britanie.

Basescu are sa vina sa spuna el ca a dat primul gauri la macaroane!!!

 Dar  ca macaronarii adevarati au ras de el, ca macaroanele lor n-au gauri!!!!
